Positioning Rhode Island for the Twenty-first Century

In 2003, Governor Carcieri and his staff recognized this time as a critical juncture for the future of the state that presented an unprecedented opportunity to make fundamental and lasting change that would re-shape Rhode Island at the beginning of the twenty-first century and put Rhode Island in a position to prosper in the coming decades.
